Furloughed Federal Workers

From the Council Bluffs Cowboy:

"I understand that some of the furloughed federal workers say they are so beaten down by being out of work for three weeks that they figure when they do get back to work they will only be able to give it about a 30% effort for the first few months.  That's down 20% from the effort they normally put into their work."
