Doug Nelson is a Vietnam vet. At 73 he still works for the post office in Washington D.C. Unfortunately for Mr. Nelson his car was high jacked by a group of thugs. Three weeks later the car was found and all ended well, right? Wrong. The City is requiring Mr. Nelson to pay them for the $2,000 in parking fees the criminals rung up. Ya' can't make this stuff up, folks.
