A sixty-two year old farmer was driving his tractor on his property in South Carolina An eight year old boy along with his nine year old friend shot a .22 rifle at the farmer. He's dead. The boys will be charged with involuntary manslaughter in juvenile court. My question is, are the parents of the lads culpable?
