I'm thinking this photo is a set-up but I see this on a regular basis. Last week I went to Giant Eagle and a shopping cart was left in car parking space-------mine. Five feet to the left of the space was the cart island. Some people: Can't live with 'em. Can't leave 'em on the curb to die.
