It would be beyond the scope that go-nads would take advantage of the electoral system. The word gerrymandering is one that sets him off. He wants to get rid of it.
Take a gander at his NYC district. It's 70% White in a city with a minority population of 50%. 5% of Blacks and Hispanics live in his district. "What's that you say, Jerry?" And Jerry responds, "Never mind".
