What took them so long? John Kerry finally declares ISIS slaughter of innocent Christians and Yazidis a genocide
The decision does not obligate the United States to take additional action against ISIS, the U.S. has determined. In other words, we're going to ease our consciences. It's the same as condemning an attack on the US then sending a 'strongly worded letter of protest'.
